Objective

The Hong Kong Housing Society (HKHS) is a not-for-profit and independent housing organization. Since its establishment in 1948, HKHS strives to serve the needs of the Hong Kong community in housing and related services. In view of the current social needs and in line with our core values of "Customer", "Quality", "Talent" and "Prudence", we assist the Government to promote building management and maintenance with our own resources and expertise. By providing one-stop services, we enable the owners of private buildings to have a safe and hygienic living environment.

Four Areas of the BMMS

Education and Publicity

Promotional and educational activities will be held regularly to promote proper management and maintenance, including seminars, workshops, property management courses, carnivals and distribution of pamphlets.

Guidance and Advice

HKHS provides free guidance and advice on building management and maintenance to the public. The Property Management Advisory Centre (PMAC) at Central District, Western District, Eastern District, Shamshuipo, Tai Kok Tsui, Yau Tsim Mong, Tokwawan, Tsuen Wan, Tai Po and Yuen Long have already been opened. Qualified and professional property management and maintenance staff stationed in each PMAC are ready to provide advice to the public.

The Building Maintenance Toolkit jointly published by HKHS and Independent Commission Against Corruption (ICAC) provides a practical, user-friendly and informative guide to owners and Owners Corporations. The Toolkit is available for reference to the public at PMACs free of charge.

PMACs will act as a partner to participate in the "Co-ordinated Maintenance of Buildings Scheme" of the Buildings Department to provide guidance for the owners or Owners' Corporations (OC) to carry out maintenance and repair works required for the sake of establishing long-term building management practices.

Incentives and Assistance

1. HKHS provides "one-stop" technical advice and assistance to encourage the owners to properly manage and maintain their buildings. Staff of PMACs will approach the residents proactively and encourage them to form Owners' Corporations (OC). They will also facilitate the running of the OC and implementation of proper building maintenance and management.

Two Incentive Schemes have been launched to encourage owners to manage and maintain their buildings :
( A ) " Building Management Incentive Scheme " ¡V a subsidy of $3,000 for the formation of OC and  a subsidy of 50% of the insurance premium for Third Party Risks Insurance for common areas of the building will be granted to OC successfully formed under the scheme.
( B ) " Building Maintenance Incentive Scheme " ¡V financial incentives are provided to eligible owners of private residential or composite buildings in the following aspects:
¡@ (1) To carry out repair and maintenance works to the common parts of the building related to safety, hygiene and environmental friendly items.  All works should comply with statutory requirements
¡@ (2) To subsidize OC in appointing Authorized Person or professional consultant in managing the works
¡@ (3) To subsidize eligible elderly owner in the contribution for repair of the common parts of the building
¡@ (4) To subsidize OC in the third party risks insurance premium

Loan Scheme

The "Home Renovation Loan Scheme" encourages the owners to carry out flat interior renovation for the improvement of safety and hygienic conditions. This may also help add value to the properties.

Eligibility Criteria
Private residential properties of 20 years old or above (according to issue date of Occupation Permit)

- not exceeding $100,000 p.a. for urban properties (including Shatin, Kwai Tsing and Tsuen Wan)

- not exceeding $76,000 p.a. for NT properties

Loan applicant has no other property in Hong Kong

Loan applicant must be the registered individual / joint owner of the property (not owned by companies)
Loan applicant must include the owner and all co-owners of the property
Private residential or composite buildings

Buildings without Owners' Corporation (OC)

The OC shall be formed in comply with the Building Management Ordinance

Applicant must be the registered owner of subject building.

Elderly Owner Subsidy

Subsidies amounting to 50% of the contribution for repair of the common parts of the building subject to a ceiling of $10,000**, would be granted to the elderly owner aged 60 or above who is the recipient of Comprehensive Social Security Assistance or medical fee waiver or comply with the income and assets limits and no other property in Hong Kong and the property's building is granted approval-in-principle (AIP) under Building Maintenance Incentive Scheme 

Each eligible OC is only entitled for a consecutive of 3 years insurance subsidy under either one of the incentive schemes

Remarks
Subject to a legal charge on the property in favour of HKHS for loan exceeds $25,000 *Irrespective of the number of applications, the total incentive amount for each development (according to DMC) is $3,000 *For maintenance incentive, repair items covered in previous approved applications will not be considered. The aggregate limit together with all other applications to this incentive within a period of 5 years is as follows:
Buildings with less than 50 residential units Maximum incentive for each development is $150,000
Buildings with 50 to 400 residential units Maximum incentive per residential unit shall not exceed $3,000

 **For elderly owner subsidy, the aggregate incentive amount for an eligible applicant shall not exceed $10,000 within a period of 5 years irrespective of the flat within the same building which has successfully applied for Building Maintenance Incentive Scheme and granted with AIP
